Good question. As a first-time traveler, I was confused also. Angel Island is a California State Park, but the ferry is privately run. It does not take reservations and you must pay cash for your tickets once you arrive. The whole operation sounds a bit shady, but it is actually exceptionally-well run. We traveled to the island from Tiburon on the north side of the bay; however, from Oakland, I presume you will want to ferry from Pier 41 in San Francisco. Parking at Pier 41 is shared with the Pier 39 parking garage. I wanted to include links for you, however, TripAdvisor doesn't allow it.

Yes, but there are only a handful of sites so they book up well in advance. Reservations can be made 6 months in advance, on a rolling day-by-day availability calendar. I’ve backpacked and taken a folding wagon - depends on your style, campsite location, and amount of stuff. Seems about 50/50 split the times I’ve been there. It can get crazy windy at times - plan accordingly by bringing nylon cord to tie your tent down to a tree, grill, and/or picnic table, and plan for cold evenings. Sunrise camp sites 7-9 have very hard dirt, very difficult to get tent stakes in. There’s a cafe at the ferry dock with breakfast and lunch items, the cantina next door serves beer and wine and there is usually a band in the afternoons on the summer weekends.

The Tram we rode was designated for the people that were part of the Alcatraz tour only. Granted that tour is seasonal for the summer months and maybe the Trams are used for other reasons outside of that time. But all the other people we saw were walking or riding bicycles. But if your cabin is not close to the marina, there has to be something offered due to the size of the island.
