No, the shuttle was free to several different stops of Colonial Williamsburg and back to the Visitor Center.

In addition to the two you mentioned, Norfolk is a good tour. It all depends on how much time and money you have. By the way, it can get cold on the seside in December. The Colonial Williamsburg is the most important. The Art Museum is really better than you would think. It is thew old insane asylum and has a great exhibit of everything else.
