The document will not be published due to the "sensitivity of some of its findings," the officials, who spoke on condition of anonymity under White House ground rules, told the Associated Press.

The memorandum is expected to serve as a roadmap for the incoming administration, helping it navigate critical international issues and threats. Officials in the Biden administration began drafting the document in the summer.
