If your computer can see the other domain (ie can ping a domain controller), you can do it through the normal Windows change password dialog as long as you have the user's original password.
Default domain policy sets minimum password length. We have a couple of workstations that need local accounts with shorter passwords, trying to set them doesn't work "doesn't meet minimum length" etc.
