SEOUL, Jan. 23 (Yonhap) -- Civic groups advocating human rights in North Korea sent an open letter to Ukrainian President Volodymyr Zelenskyy on Thursday, urging him not to repatriate North Korean soldiers captured by Ukraine while fighting for Russia.
