On a brisk Thursday morning, before the sun peeked over the horizon, 17 dogs arrived at the Broome County Humane Society. The dogs had been staying at St. Landry Parish Animal Control in Louisiana, but were transported to Binghamton due to the impact of Hurricane Francine.
