Design the UP/DOWN binary counter of synchronous type. The circuit changes its states synchronously with the clock in a binary order from 1 to 3 and repeats. Input X controls the counting direction: X = 1 for counting UP and X = 0 for counting DOWN, respectively. The counter has two outputs Q1, Q0 of Moore type representing states and two outputs of Mealy type, Carry (C) and Borrow (B). C = 1 when the present state is 11 and X = 1; B = 1 when the present state is 01 and X = 0, otherwise CB = 00
